Formerly General Counsel to and part of senior management within San Diego Unified School District, and a partner in the law firm of Hillyer & Irwin, Parzen gained unique experience in solving institutional and project specific management challenges, turning them into opportunities.

While in private practice, Mr. Parzen earned the highest possible peer review rating for ethics and practice ability ("AV" rating by Martindale Hubbell Attorney Directory).

Mr. Parzen has experience as an executive, advocate, counselor, attorney, arbitrator, mediator, senior executive and board member in organizations ranging in size from small non-profit organizations to public entities with 18,000 employees and annual budgets over $1,000,000,000. This combination of high
level enterprise management and on the ground implementation experience provides insight into solving problems, and expertise in achieving
enterprise goals.

Parzen Consulting is currently serving as legal, policy and implementation consultant to the Partnership for Los Angeles Schools in its effort to bring innovation to large urban public education.
